Synopsis
Employees of the district housing office, Kurikhin and Olovyannikova, extort bribes from those who are legally entitled to receive apartments. They do the same to the family of war veteran Mikhov. When Mikhov, a man of impeccable integrity, finds out that his daughter gave a bribe, he cannot bear the injustice...
